Try opening the game and the controls should be unusable now. Go to the Game section and add One Piece Pirate Warriors 3/4and check DInput32bit.Add the game, Automap the controller one and check the 0 mapped devices.I found out you could block the gamepad controls using the latest x360ce so that the control settings in the game will be unusable. Note that you can't remove gamepad controls from the game itself in the settings. However, there is still a way of using the controller. So some of us use Playstation or Generic Gamepad Controllers, so with that in mind even with x360ce it won't work since One piece uses directinput.
